Family Voices of Rhode Island has been a driving force in systems change for children with special health care needs and their families in this New England state. The CEDARR (Comprehensive Evaluation, Diagnosis, Assessment, Referral and Reevaluation) Program Initiative is a statewide, interagency, interdepartmental collaborative effort to ensure that "all Rhode Island children and their families have an evolving, family-centered, strength-based system of care, dedicated to excellence, so they can reach their full potential and thrive in their own communities." Partners include the state Departments of Human Services (Medicaid); Health; Children, Youth and Families; Education; Mental Health, Retardation and Hospitals; the Office of the Governor and many community agencies, families and family organizations. Although managed care minimizes out-of-pocket expenses for families and increases access to services for some children, many children still have limited access, and there are few pediatric providers willing to accept Medicaid. There are also inadequate public and commercial insurance options.
